Was he referring to the unexplained UFO type object/ phenomena in Baluchistan?

Agreed. Pretty sure NK and China had some missile tests recently as well (NK was last week or before that, if I'm not mistaken).
 
He clearly said now we are also going to test. It is smart timing by us when powers like China and Russia are testing otherwise Indian lobbies would have been activated in US and would been an issue for Pakistan. He also clearly said that now US would also test it.

For Pakistan he said "They test way underground" so HGV is not being referred here.

If you read the transcript of the interview I shared above, or watch the whole interview video - he's mentioning underground tests generally and not specifically in relation to Pakistan alone. The interviewer was asking him about North Korea when he went on with "underground testing" statement.

Russia, China, and Pakistan don't need to conduct live nuclear tests anymore as they have already developed and perfected fission reaction.

However,
Logic > Speculation

Countries who have developed controlled fission reaction tech and subsequent warheads don't need to test live payloads - they do need to test new and advance delivery systems though:-
1. Payload variations
2. Range variations
3. Delivery Platform variation (BM, ICBM, Hypersonic, etc)
4. Delivery Method variations (Air launched/Sub launched)
 
You know what...Indians NOTAMS will be ended peacefully ...assuming Pakistan conducting nuke device test to check devices readiness.:ROFLMAO:
