What should Iran do with the next facilites? Rebuild them simply? Or reallocate everything to new underground facilities?

Rebuilding would be fastest and cheapest, but would again be exposed to any attack.

Reallocating underground would be time consuming and expensive, but provide much more cover and enemy headaches.

Then let's buy from Russia and China: high-precision laser gyroscopes, advanced synthetic aperture radar installed on warheads, and military-grade GPS or BeiDou signals.

China may well be willing to export J10CEs(if true), but I am not convinced there is enough common sense in Iran to accept them and induct them at all yet.

An integrated HQ-9BE/J10CE(PL-15E)/KJ-500 combo is a very difficult nut to crack for anyone. Russia can never ever offer this level of integration across their products. That is the advantage that China has right now over Russian exports, it is the integration off their products into a cohesive system.
