The word "committed" is a very broad term that gives a lot of leeway. The leeway it provides allows one to show agreement with a structural commitment without a hard yes or no.

India and others will wait out the three years of his stupidity, while on the side, every nation is rewiring its trade policies—recent news: South Korea signs an agreement with Canada after Trump's debacle with ICE. Then you had EU-India and UK-India; what has the U.S. to show? A couple of chip plants? While the Chinese are building their own capacity at home, and rejecting commitments to purchase NVDA, etc.

The Government of India isn't a fool to toss Russia away; it's spent billions developing refineries capable of processing Russian crude oil. It will always find a way to get Russian oil. As for Venezuelan oil, it's a decade and a half away from being able to supply; first, they need a player who wants to go in.

The elephant in the room is funding. Every nation is facing undercurrents in its economy, so it will not have much excess capital to throw at the U.S.

Trump is desperate for a win anywhere he can get, even a Pyrrhic victory, as long as he can boast to his domestic constituency that he has won.
I can assure you that India will continue buying Russian oil perhaps a reduced amount, without much fanfare about it from either side.
 
Please note that it was Modi who called Trump and pleaded for this deal.

Trump Loves USA more than anyone else. His efforts to make USA great again will be recongnized and go down in history.

Last year, USA gave India three chances to the Indian PM to call President Trump to close the deal. Modi wasted those opportunities. Now, India has realized its mistake and Modi picked up the phone to call President Trump and pleaded for this deal.
