So, India's tariff is now 18% while Pak tariff is 19%?

Majority of the h1b are to Indians who studied in USA
Maybe...but that was about 20:years back, Now anyone can transition from a BOP to an h1-B status if the contracting party wishes to sponsor. It's slightly difficult now with the $100k fee.

Majority of the Apple, Google, Meta and Microsoft engineers have graduate degree from American universities

EDIT: To the degree there is a threat from India. It is the Indian engineers who work for Amazon, Microsoft, Google, Nvidia in India. They get an inter-company transfer and have specialized product-specific knowledge that cannot be replicated anywhere outside the company

H1-B goes beyond keyboard punching,
A good R & D Aviation Engine Turbine Engiineer with Pratt & Whitney will make between $300-400k with 100% job security. Defense Aerospace Hydraulics, Marine and Off Road Equipment Mechanical and Electrical Design engineers are very well paid.

Majority of h1b are unfortunately hogged by software companies. I am open to sector limitations on how many h1bs go to software side of things

These are the engineers that design the muscle that makes America great ! Fighter jets, missiles, radars,, artillery, tanks, submarines, ..,Heard of Lockheed Martin, General Dynamics, Northrop Grumman, Rockwell, Thiokol , etc. These engineers design actual things you can touch feel ride operate and drive

I don't know about software but in my industry ( off road robotics equipment) the majority of the really good H1-B engineers come from Czech Republic, Germany, Russia, Poland, UK , Romania, Ukraine, Netherlands, and Spain. Its a highly competitive world requiring extreme dedication, loyalty and patriotism. Indian engineers fair poorly here. I have to be extra-professional and meticulous. The aerospace defence and off road industry non-h1b American engineers are fairly contemptuous of their Indian h1-b colleagues.

Well, a lot of competent Indian engineers and managers are in the software/electronics sector. They are chasing compensation. You are less likely to find many competent ones in lower paid engineering sectors - aerospace, automobile etc

Lower paid ?
I have been to Silicon Valley.
The keyboard coolies live in a 500 sq.ft one bedroom apartment with open parking paying a rent of $5000 per month. A single family 1300 sq,ft 3 bedroom house built in the 1970s with frame construction costs $1.5 million.
What's the use of compensation when you are spending to lead such a wretched life.
An aerospace engineer working for Lockeed in Dallas on the F-35 line makes around $350 -$400 K lives in a double guarage, 2800 sq.ft : 5 bedroom 3 bathroom house in beautiful Flower Mound suburb with a yard and mini-pool costimg $800 k , The engineer owns a get away, a camper, and hunts and fishes in Colorado. .
The choice is obvious.
Don't know what's the compensation of a keyboard coolie but its lifestyle job-security and savings that matter, not the paycheck.

It's a tunnel vision. Indian "engineers " ( keyboard punchers) don't know any better. Don't own campers, trucks, keep dogs,, hunt, fish, scuba dive, trek have a workshop with tools,. They, don't know which way to turn the screwdriver to,tighten a screw. Their only entertainment on the weekend is eating samosas watching a Bollywood movie on Netflix.

Individuals who want to immigrate might be impacted. Outside of that it is noise
The smart ones will immigrate anyway to USA without any issues

Don't use Indians and Smartones in the same sentence.

It is oxymoron.

I have no argument about cost of living in Dallas. But there are not too many aerospace engineers that make 350-400k in Dallas. Let us leave it at that

Meta, Google, Amazon, Apple have tens of thousands of engineers and managers making that kind of money. Numbers do not lie

Then you don't know the aerospace industry, nor for that matter the petroleum, oil and gas industry. A mid-level lead engineer in an oil company out of Houston can get an annual bonus of $25-35k. There are very few oil and gas engineers from India working for Exxon or Chevron or even for the second tier Haliburton.
You didn't answer the question about how far does the Microsoft keyboard puncher's paycheck go in Silicon Valley.
There are far fewer aerospace engineers than keyboard punchers and its a niche club. Many aerospace engineers working for Boeing or Lockheed have private pilot licenses and fly their personal light aircraft ( or share one aircraft with three buddies). Having their own aircraft helps them get a practical feel of aerodynamics and the satisfaction is great even as they work on more advanced fighter or passenger aircraft.
Question:
How much does a NASA or Space X design engineer make ?

Microsoft is not a high payer by Bay Area standards

Type in Saratoga, Los Altos, Cupertino, Palo Alto

Most of the buyers are Indian or Chinese immigrants

You have not answered the question - how many aerospace engineers pull 400k. It is a small number compared to Silicon Valley

Look at Cupertino
This is a city of 60,000 people

Median household income is $234,000
Median household price is $2,000,000

You won't any neighborhoods in Texas with these kind of numbers

If you do not like Cupertino, you can look up Palo Alto, Saratoga, Los Altos

Silicon Valley engineers make money off their stock grants. How many multi-trillion aerospace companies are there?
