Yes ! It is Punjabi.
 
I am Hindko speaking, yes it is hard core Punjabi, but when very carefully listening I do understand.

I am from Punjab so I understand Punjabi but this is like old Punjabi with may be Seraiki mixed in it.. I can barely understand it but not fully

I had run it past an old Sardar friend of mine, and he thought it was an old song, composed a century or more ago, and the words and sentences were archaic. I'm not the expert, so I was going by his opinion.
