Well, the suicidal Japanese attacked US aircraft carriers and sunk 6 of them. In response, the US obliterated 2 Japanese cities with 2 nuclear weapons.

An aircraft carrier has thousands of personnel along with a large fleet of aircraft. Sinking it will automatically justify a response with a small nuclear weapon.
