You can't evacuate 400,000 US citizens in war time. For reference the Afghan Evacuation was 26,000 citizens and personnel, the Lebanon Evacuation was even less.

400,000 is a mammoth number the logistics behind that are actually insane.

Take it from someone who's job it was to help evacuate communities during disasters and emergencies.

I know it’s impossible but telling citizens to make your own security plan and leave won’t work very well. They could come off with better wordings or better plan.

I think the war planners are better informed than you and me. One thing that has surprised me is why no B-2s? Normally, they are helpful to take out power, communication and fuel etc., infrastructure. Without infrastructure, missile activity can be degraded. That was the pattern during Gulf war of 1991 and also Iraq war of 2003.
