Yes, even if impeached he can still issue executive orders. Impeachment is just another word for indicted for an alleged crime. He has to be convicted in the Senate in order to be removed from office.

Congress cannot directly remove a sitting President from office under the 25th Amendment.

Every President is technically a lame duck in the final two years of their term given the historical trend to lose seats or Congress even changing hands during the mid terms.

What I am asking is if both demoncrats and republicans both decide they want rid of Donald Trump, and they decide to work on it together, what are the options to remove him or his ability to issue orders under the framework of the American system.

Does the system allow that? (Regardless of the current balance of republicans and democrats)……….

Yeah you would need to have more than half of the republicans jump ship no matter what to the democrats not happening
