If you are trying to hit a target like lets say a THAAD battery or radar, it gives you more probability of scoring a hit.

The only real help Iran needs is for Russia to form a defence treaty with Iran, open a joint Irani/Russian base in Iran, bring the heavy weapons. Also make sure a deal is done between west and Iran and that Iran will mind its own business, concentrate on itself, Central Asia, ASEAN, China, Russia etc and leave middleeast alone. That should keep Usa EU GCC happy, Israel will ofcourse never be happy until regime is changed.

That means this base may have a radar or something more valuable..

They can repair runways in a couple hours or less.

Unlikely. Before that happens Israel will use Samson Option. Iran is simply trying to score hits and maintain the pressure.

Iran needs to use these sub munitions against IAF airbase. It will not take them out but create a shed loads of FOD making air operations painful. Keep on giving doze with appropriate time interval.
