Yes it could be. Sistani belongs to the majority Quietist school of thought, meaning the clergy stay away from politics and current affairs, unless there is the gravest emergency or a matter of immense importance. Sistani has only twice waded into politics, once before the vote on the new Iraqi constitution and then again when the ISIS monster was menacing the land.

Even if only Iraq actively becomes a hostile conduit in air and ground operations aganist Iran will serve the purpose in creating a larger and costlier buffer for the whole region. Remember Iraq itself couldn't have been toppled due to it's geography nestled between a layer of states and narrow body of water without them(the neighbors) actively providing that space to be used against it... however Iraq can deliver the same to Iran in becoming a safer border for hostility against Iran.
