Iran is not operating as a nation, it's operation as guerillas. And in assymetric guerilla warfare how often have u seen them using an air force or demanding that they need them?A nation always requires a strong air force. While I agree that the odds were against Iran. Largely because the Americans and Israelis have aligned. An air force remains an absolute necessity for establishing aerial presence. When coupled with a robust arsenal of missiles and other strategic assets, you have the complete package.
You can only develop air force if you can protect them. Otherwise the overwhelming superior enemy will just wreck them and u wasted all that money.
Best for Iran would be enough planes that it could safely hide underground. Even that could arguably not work if the runways and entrances are constantly bombed.
