If Iran wins the war, they can and should for their own sake occupy and annex those countries. UAE being bigger will be difficult, so it should be destroyed to the point it can't re-build in the next 20 years. Kuwait, Bahrain and Qatar are totally within Iranian capacity to occupy and annex.
