They dont have the means to do double confirmations as conflict drags on and attack immediately relying on air superiority as they get the info of leaders locations from field agents or similar. Spread fake info that a leader is somewhere for example and make a sambush there. Maybe some of their field agents can also be caught that way as well exposing themselves.
