Qatar might be playing 4D chess here. It suspects Israel will target vital infrastructure in Iran again and Iran will fire at Qatar.

Putting out this statement attributed to senior Iranian official could mean Qatar trying to hold Iran to avoid targeting it like in previous scenario

And put Iran to challenge of making due on this statement

In other words it's possible no senior Iranian official actually said this to Al Jazeera

But it's also possible it's true

Qatar suffered enough with their LNG and also confirmed all energy production will stop until war is over, which is helpful for Iran

Saudi Arabia is a more deserving target. They are allowing the US to use their airspace for refuelling every day, and encouraging Trump to escalate attacks against Iran.
