I don't think that, that is sound thinking. You don't put all your eggs in one basket. Strategy is and should be multi-pronged. They need to consider all different threat vectors and dimensions. Yes now they can keep their weapons/forces safe underground but the Iranian public is exposed to direct threats from their enemies.Ballistic missile and drone programs were a huge success that a limited number of planes built or bought(also considering delivery issues from Russia) under sanctions could not achieve.
Anti drone/aircraft mobile lightweight sam systems like 358 and Majid were a huge success too. I pray mini-submarines would also do some significant moves later on as well.
High altitude radar based sams like bawar-373 and Khordad were not successful though but It couldnt be known beforehand. Jamming, saturation attacks and stealth negates most of their usefullness. It cant be made bvr air to air capable or it cant carry missiles inside its body but within visual range they can be pretty effective guided by a ground radar(passive preferrably).
