I don't think that, that is sound thinking. You don't put all your eggs in one basket. Strategy is and should be multi-pronged. They need to consider all different threat vectors and dimensions. Yes now they can keep their weapons/forces safe underground but the Iranian public is exposed to direct threats from their enemies.

Now having said that, I understand that Iran has been under sanctions and probably have been resource starved and went towards the easiest but restricted path towards defense via missile offense. The results have been good considering that.

Biggest challenge is that a countries defense forces are there to protect the citizens of the country. That part is compromised with enemy having air supremacy. Especially, considering that Iran is dealing with two madmen with apocalyptic designs..

They didnt neglect defense actually. In 2024 the first isreali attack was repelled successfully by air defenses. But radar based air defenses which was the only available route for Iran in that time didnt return the dividends back against the two major air powers combined. But now Iran is on good route with IIR EO systems and they are thinking of ways to counter those new threats by modifying their current systems or creating new ones.

Another issue was cruise missile defense. isreal and usa attacks with cruise missiles(or albm but they are low in number) where they dont want to risk to enter and defending against cruise missiles should not be that difficult as we see in Ukraine theater. Similarly defending against kamikaze drones is not too difiicult even with machine gun based systems. These low altitude cheaper defenses needs to be produced in higher quantities and needs to be camouflaged by radar-thermal scattering camo nets, shoot scoot mode operations to be protected from high altitude threats.

Location information is available with pinpoint co-ordinates. Anybody can go on google maps to find the co-ordinates of anything. Besides, I think Persian Gulf shared the co-ordinates of these facilities before.

I think they have multiple dimensions they also use alcms or other standoff weapons and not to mention fighter bombers, and bombers when it is safe and they are serious. That's where Iran needed a fully functional airforce with air defense and air assets to defend and counter punch. But I assume they did not have much choice due to sanctions and probably due to some stubbornness too.

hitting nuclear power plant cores of isreal resulting in a meltdown is for nuclear deterrence(along with dirty bombs ofcourse) but hitting nodes, power connections etc. of nuclear power plant can be done with satellite pictures putting the power plants out of operation for a long time without meltdown.

usa will possibly hit Iranian nuclear plants connections and other nodes to not to result in nuclear meltdown making them out of operation but hit other plants like thermal-gas power plants throughly where there is no meltdown risk. So uae nuclear plant should be attacked in a similar manner hitting power connections where there is no meltdown risk, Hitting water connections can result in meltdown. bahrain gas plant and jordan thermal plant can be attacked throughly.

The usa attack would mostly be carried out by cruise missiles without risking too many usa planes. but they can do an initial run to take out air defenses around the area before the main attack so Iranian anti cruise and anti aircraft defenses around that area needs to be mobile and camouflaged.

I believe they should not hit desalination plants it has a direct influence on people who are not projecting this voilence on Iran. As you said they didnt have many options and some suppliers even delayed the fighter planes they purchased. But what can be done in future is to create a drone based high altitude air defense. More Karrar type reusable weapons that will also have stealth characteristics(Valkyrie, Vanguard, bqm 177a or similar types) to cover large areas just like interceptor planes. A paradigm shift is necessary against an adversary that is specialised in targeting radar based static air defenses.
