The fact that soldiers pics always remain blurred but not commanders/generals tells a lot about mindset.

Soldiers are more in number than commanders. If you expose the faces of the soldiers, the enemies have more chances to identify the exact location of the facility due to having more numerous targets/soldiers to track their movements than trying to track just one single commander.
