Could guide missiles the same way, potentially. And training a drone operator is far cheaper than training a fighter pilot, and the pool of available candidates is also comically larger.

Even if we get 200 J-10s + 200 SU-35s + 10 AWACS, they will be destroyed on ground along with air bases hosting them with in a week. Understand the enemy we are fighting an elongated war against.

Not to mention the same 40-50 Billion USD that will be wasted in creating this AF can give IRGCASF some 10 more underground bases hosting 2000 more BM/CM and drones.
