Interesting point is that the sub is "commissioned" not 'inducted", meaning the crew had been in china for a long time for training or we had leased a similar Chinese sub to provide full training well before taking the possession. So no waiting time for the active service, Sub is fully active from day one of coming in Pakistani hands.

This is more the case of delays in absorbing and basically having cash for ordering parts and jigs needed.

staggering plays useful but even in such cases wear and tear can be uneven for various reasons to where later ships can have greater wear and tear compared to an earlier one.
 
Pakistan Navy Hangor class submarine was launched at the Submarine base in Sanya, China. The below satellite imagery are from Jan 3, 2026 and most likely one or all 4 Hangor-class subs at this base are of Pakistan Navy's Hangor-Class.

There was no lease china provided own type 039 for crew training as part of agreement for no additional cost and theres been a large PN personnel presence in china for several years now training several crews for this purpose. These ships have been on trials for more than a year now.

This submarine was launched on April 26, 2024, and officially delivered on April 30, 2026. This indicates that the submarine has completed all tests and has reached operational standards.

According to the information I found, this submarine uses suspension damping combined with the latest improved Stirling engine (third-generation Stirling AIP). It is equipped with a full-range version of the YJ-18 anti-ship missile, with a range of over 600 km. The submarine's weapons include ET-4 heavy torpedoes and YU-6 wire-guided torpedoes, and it can be compatible with YJ-82 and Pakistan's domestically produced Babur-3 submarine-launched missiles.
