I think it also has to do something with price and availability.It's equivalent of buying a PS4 in 2019 then the PS5 comes out a year later, also it makes zero sense for the Army to have HIMADs in the first place.

The TVC im not sure about, but its not particularly relevant on these long range missiles i believe because you have a limited motor burn time, so the TVC is only really relevant at launch because it will improve reaction times which i guess is valid against time critical high speed targetsI don't think it's a terrible missile. TBF "Export grade" Is a bit misleading, these aren't Soviet stripped down "monkey models" For example can you name one thing that's worse in Pakistani J-10CEs (except the missiles) compared to PLAAF J-10Cs?This what a lot of people don't understand d here, China sells us export grade equipment and it's usually stuff not operated by themselves.

They have their add on options which a customer might buy or not, things like the MMW radar on the Z-10ME and Gucci DIRCM, which might a make a piece of equipment better or worse.
Of course they aren't going to sell you the newest J-20s or HQ-9Cs but that's normal for any arms producer.
