Russia makes chips since 1970s. In fact, Belarus and Russia are the only Soviet countries that make chips. Russia is not the most sanctioned country on earth. Russians have access to whatever stuffs they want from China.

Crude oil, Russia main source of money is shrinking.
If the west lowers the oil cap to $30 as proposed then Russia revenues will collapse. In that scenario Russia own production cost ($15 per barrel) plus transport cost ($15 per barrel) will eat the entire revenue.

The West isn't going to war with China to enforce oil at 30 dollars. Russia is China's pet just as Ukraine is the West's pet. China will never allow Russia to collapse just as the West will never allow Ukraine to collapse.

There is just a small issue: money
Zelinskki needs additional 12 billion USD per year. The money that Ukraine doesn’t have. The west should finance the gap.
