Problem isn’t that it is the only functional institution but that its by design and not just by some grand conspiracy but by the very characteristics of who Pakistanis are. The result that is the overlording of the military and elites otherwise of many irrational but many rational choices made by the majority of Pakistan within the confines of their society, education and culture.

The various probabilities that fell together to put Pakistan here were frankly a series of unfortunate events that were able to increase the probability of bad if rational choices to the actors based on who and when they were.

Even this high handedness is just a “rational” choice to current setup based on their backgrounds and any opposing it are not in majority BECAUSE the overall intake of who now makes up the establishment (elite, feudal, military and all) sees this as the rational approach.

Pakistan did not pay anything to the AJK government as water usage charges/royalty for Mangla Dam for 36 years.
In 2003, they started paying 15 paisa per unit when they were paying 1 rupee 15 paisa per unit to other provinces of Pakistan.
The government of Azad Kashmir received 1/7th of what what other provinces were receiving for hydropower.

But the most egregious part is that while AJK government receives pittance for exporting hydro electricity to Pakistan, Pakistan re-exports the same electricity back to AJK at exorbitant costs!

We can go back further and if you look it wasn't part of the Punjab region, in the Ancient Period (before c. 1000 CE)Most of present-day Azad Kashmir (especially Muzaffarabad, Neelum Valley, Poonch) was culturally and politically linked to the broader Kashmir region, centred on the Kashmir Valley. It was ruled at various times by kingdoms such as the Karkota Dynasty and Lohara Dynasty. It was generally not administered as part of the Punjab plains. During the Medieval Period (1000–1586) local hill chieftains ruled many areas, Poonch and surrounding districts were often connected to Kashmir rulers, though control varied. The region remained part of the Himalayan hill zone rather than the core Punjab region.

Now going back to the Sikh empire, our people won a magnificent victory in 1810, in the battle that was fought in and around the Poonch–Rajouri/Bhimber area. The Sikh empire was only defeated two other times in battle in present day Pakistan that was the Battle of Attock (1813) and the Nowshera Campaign (1823), both fought by the Pashtuns. Sure their empire won through but that further developed our identity as fierce independent people. The Dogra scum were gifted their part by the British and were hard to defeat due to the British being their benefactors. With the the Second World War around 90,000 of our men enlisted, despite the cries of the Dogras. When the partition happened, we wiped them out as the British couldn't care less. This was primarily fought by us, Pashtun help came later and then the regular Pakistani army.

We do have a unique identity, but that doesn't change the fact that we are Pakistanis and fought to be part of the union. Only the Northern Areas also did that . We should settle things amicably between us.

Someone from Bhimber/Mirpur have little in common with someone from Neelam valley. Both are AJK because these areas were gifted to Dogra for their services to British. Not taking in to account ethnicity or languages. And then ended up with Pakistan and thats how modern AJK came in to being. Its neither Kashmir nor Jammu.

Pakistan pushed this identity on to AJK to keep the dispute alive.

AJK is not and never has been 99% Punjabi, no one calls themselves Punjabi. The people of AJK fought the Sikh Punjabi empire, Punjab in Pakistan (people in charge, nobles) did not and allied with it.
I will agree with you there is some misuse of the Kashmiri identity, as that the people, around 85% are descended from tribes that migrated from Punjab hundreds of years ago. However, parallels can be draw with Afghanistan, where traditionally being Afghan meant you were Pashtun, however that doesn't stop or put off Tajiks which is a different ethnicity calling themselves Afghan.
Again I'll agree there is no 'oppression' as such, but the people of AJK have suffered and it's them who are the first to be shaheed whenever the Indian army opens up with heavy guns. There has been literally hundreds of deaths due to cross border fire. Excluding yourself I find it erroneous that someone sitting in a housing colony in Lahore and Karachi can be tapping out on their keyboard on how the people are traitors and should be crushed, when they themselves haven't seen a single day of suffering.
As for the stripping away of rights, we don't know who holds the seats and they have been used for political leverage. I have no issue with the seats and they should be kept for the ancestors of those who migrated. So where are all the Ganis, Bhatts, Lones, Gilanis, Mirs etc?

Fighting the Sikh Empire does not somehow make a population non-Punjabi.

Nobody denies that people living along the LoC have suffered from Indian shelling and cross-border conflict. However, suffering does not determine ethnicity. The question of who is ethnically Kashmiri is separate from the question of who has suffered because of the Kashmir dispute.

If the basis for being Kashmiri is political affiliation rather than ethnicity, language, ancestry, or geography, then the term loses any clear meaning. By that logic, millions of non-Kashmiris who support the Kashmir cause could also claim to be Kashmiris.

Fundamentally we have a problem, the problem is Pakistan isn't made up of one group, called the Pakistani

It's made up of 5-6 groups
And these groups are pushing in different directions with increasing hostility between them

Some groups are incredibly violent, will kill travellers and labourers

Their demands are not reasonable, they want special condition for their group that no-one else should get

Some want special rates or electricity or gas
Others want borders completely open or erased with foreign often hostile states
Others want to take Pakistani sovereign territory and become part of other states
Others want to create kingdoms in their areas only ruled by their own ethnicity
All of them are corrupt

We have two barely functional areas and that's Punjab and Karachi

We are being held together by the security forces
