Upgradation and new greenfield refinery in Hub Balochistan capacity will reach 33mt by 2035. India should cut its further investment plans in refineries because market will be flooded in few years.

Good for Pakistan but a government which has to prostrate itself in front of international lenders for a bailout every few years to pay off existing debt, where are they gonna get $6 billion to upgrade its refineries or build a strategic reserve ?

O&G companies are among the few companies that are cash rich in Pakistan, & they can easily extract money from people without a fuss.

If their government believes this is the best use of that money, then such hairbrained ideas should be welcomed.

The delusions and day-dreaming re India is funny, India's O&G expansions are done primarily keeping India's own rising demand in mind. Pakistan's current demand is tepid, it's refineries remain underutilised, and their future growth is expected to remain subdued.

Pakistani refineries are old which mean Pakistan had to import 6-7MT refined oil last year. This upgradation will change that and also produce surplus diesel. The consumption of diesel is going down with solarization.

2. From Import Reliance to Exporting Surplus​

By upgrading to deep-conversion technology and expanding physical capacity, Pakistan will drastically alter its fuel supply dynamics. The modernization will double domestic petrol output and increase diesel production by nearly half, completely covering domestic demand.

Likely to go down back to <$20 levels after the Russo-Ukraine, Iran wars are settled.

Saudi has signed a lot of MOUs for refinery
