It falls to him to establish the Secretariat in Riyadh (I hope it's a new purpose built HQ even though I assume they will first take home in some repurposed building).
He will have to establish branches of the MDA. Admin, joint intelligence, security, political affairs, diplomatic affairs, defence planning, think tanks, Operations, Training and so on.
It's totally possible he will not be able to do it all in his term, but foundation will be laid during his term. It all depends on the political will and financial backing he gets.

If it were truly about "racism" Arabs wouldnt keep working for the anglo-american/zionist order like UAE, or they wouldnt keep pumping all their money towards them as in the case of Saudi Arabia.
And even if were about "racism" does that really justify siding with the British/Zionists to betray and stab the Turks in their backs in their darkest and weakest moment in their history?
