Houthis are not merely a local group. Houthi force is practically a state within the Yemeni state. Iran provided them with modern weapons and 'advisors'. The Houthis force has significant external/Irani assets incorporated into their force. Houthis have effectively been turned into an Iranian proxy that is used for attacking Saudi Arabia.
