Bibi will never get arrested even if you had 100 arrest warrants out for him. He would just travel thru countries that would not honor the warrant. It’s no different than extradition to other countries.
If Iranian officials, Russian officials, Saudi Officials, Sudan leader, Venezuela, Syrian officials, etc can avoid international arrest warrants than certainly western nations that have the game rigged in their favor will be able to no problem.
So my point is arrest warrants are irrelevant.

They would not struggle. US economic pressure was bear down on any “allied” country that attempted to do so.
Thus it would be up to countries with little to lose against the US economically. And even then some may pause to create a permanent enemy out of the reigning world order superpower.
Until it becomes politically disasterous to support Israel inside the US, Congress/US presidents won’t change course. And in the US the consensus opinion is ICC is a sham and US should destroy it. Israel support is still the majority.
