He was a hedge fundie out of the school. He started a pharma business and made it very popular and hyped up in Wall St. Later he sold the shares and made bank. The actual medicine patent did not yield anything. It was rejected when he started which is why he got it for so cheap in the first place.

His gambit is not bad. He knows Trump loves flattery. So he praises Trump like no tomorrow. If Trump wins, he is likely to get a stab at vice presidency. If Trump loses, he is likely to get Trumps caucus. Kinda neat. Either way he is likely to be near power.

Regulations are lose when you are trading or selling to "sophisticated investors" like hedge funds, pension funds and so on. Because they are supposed to know much better than individuals. So what could be termed as a scam for individual is simply bad bet for those entities.
