No they didnt, they attacked terrorists who are a mutual enemy. Why would Pak retaliate when it wasn't even attacked?

You see technically no war has been declared at all
If you look at it many such incident happened around the world they are not considered declaration of war. The nature of war declaration is totally different..
What I see happens here is official protest being filed against Iran action.
Some military guy from both side talk some nonsense.
Then some high ranking official from both side have a conference and shake hand in front of camera and announce more thorough to operation between both side on security matters and then every one act as usual as if nothing happened.

There is no way Iran would do this randomly just a day after naval drills and visiting Pakistan FM, plus this phone conversation, this make 0 sense
