Coming from same british based training system, pakistan army is not trained in policing , they only know defence and counter defence,
so in case police is failed then all pakistanis need to do is dont attack the army and set a goal to occupy one of the main landmarks of pakistan, any resistance if army gives will be toned down because the lower tier of army always follows the people.

There is not enough critical mass and not enough energy.

This may or may not give immediate result but it sure leaves powerful impact on so called decision makers. It does put them under panic mode. It serves also as a reminder where nation stands. I know "decision makers" hardly care where nation stands, but its getting increasingly difficult to keep things normal or even functional when people are on streets after every couple of months. On top numbers are increasing every next time.

Also, It may not be critical mass at the moment but it has the potential to reach to it this time. Its atleast 4x times bigger numbers coming towards Islamabad. People always come out when they see others. So if Rwp / Isd see a sizeable mass entering they may join and there's increased chance of it happening this time.
