Nope, he was a designated terrorist by India for a long time, and NIA has a chargesheet against him which they filed last year. My guess is next would be Sajid Jutt and Qasim.

I am assuming that the intelligence agencies will go for the easy targets.
High risk High rewards targets need High level coordination which will eventually expose them.

It is Job for Police to ensure safety on street , and stop criminal activity
