No I don't disagree with your premise it's correct. However they just see it as a sign of weakness. Only steel is needed for the time being.

Trade volume is not always everything. Indian Trade with China runs into hundreds of billions, but still China managed to capture indian occupied territories in Ladakh. And as of today still hoping to grab the entire state of Arunachal Pradesh.
