There doesn't even need to be. It's their internal security matter. A murder happened in the mountains, big deal. School shooting happen in the US every few months that have more casualties. Crime happens everywhere.

Threatening to cut off a countrys water over something as trivial as this? Pakistan must now start unloading all the evidence they have on India funding terrorism in Pakistan and take it to the UN.
