I hear you. However, I think we might be misconstruing his 'exercised restraint' comment for the following reasons:

Firstly, PAF would be operating under the principal of 'do not fire until fired upon'. I think this is what he would be referring to, that despite having 10 aircraft in our sights, our boys didn't pull the trigger until they had confirmation of Indian launch. Our policy is not to fire the first shot, but to respond decisively if attacked. Whatever the case is, after getting the green light, our boys have 5 AA kills including Rafales/SU30, a couple of brigade hqs and several posts destroyed. These are all considerable losses on the Indian side.

Secondly, even the Indian military statement said they 'exercised considerable restraint' in their aggression on Pakistan - military spokespersons will always use such words for media consumption - it's standard operating procedure meant for the international community. And I think ISPR is just mirroring the same. Therefore, we shouldn't read too much into such words.

Edit: I just listened to his full PC, and before he said "exercised restraint" he said PAF did not engage until the Indians released their weapons. So indeed that is what he was referring to.
