Don't know all the details but keep in mind that by targeting military sites only, Pakistan is already signaling that it won't do what India did by cowardly attacking and murdering civilians. There is mileage in this unless Indians croak again and then the sledgehammer will fall. I can guarantee that Pakistani strikes in IIOK will get the point across that we can hit ANY location in India.

Limited strikes will embolden India who will see this as unwillingness of the top brass to engage in warfare.
