Pakistan would have to focus more on indigenous development of swarm(cheap but effective) drones as well as air defense systems. Whether that is done through ToT, JV, or a completely indigenous development...doesn't matter.get drones (effective ones) to down enemy radar quickly... and then buy radars and related ani radar weaponary IMO

Ideal would be something that Pakistan can produce locally but is also in use by China...so if in a prolonged war, production factories are targeted...further stocks can be acquired from China.
Local production would usually be cheaper too and as recent wars(especially Ukraine/Russia one) have shown...massive stocks are needed(whether artillery shells, ATGMs, air defense missiles, etc) to sustain long drawn out wars.
They should stick to riding donkeys.
