It is highly unlikely that he comes from the Iranian army or some volunteer, theres no report of this. What is probable is that he is an immigrant to Russia and was drafted into the army, this happened multiple times during the conflict with immigrants from across the world

He is Iranian. He speaks Persian with an Iranian accent at @0:36 and @0:50
Also, his Russian sounds like an Iranian that has just recently learned Russian. Also, he doesn't sound like a professional soldier and he doesn't seem to be happy about being there.
