It's quite simple. I don't get why you don't get it.

1. UF6 has to be converted into uranium metal. Not done at the Fordow enrichment plant. So, it has to be done somewhere else.
2. Uranium metal has to get out of Fordow for assembly. Not possible when Israel has established air superiority.
