If there are no rules then no one is safe and who draws first wins? Do you condone the Israeli concentration camp and the ongoing genocide of Palestinians?

Where have I condoned the carnage ever? Please stop making false assumptions. Rules of war apply to states and uniformed declared combatants, and only then to signatories of the relevant pacts, treaties and conventions.

Further, in any case, there is no requirement for proportionality in war, whether declared or otherwise. Every side wages war as best as it can, depending on all the resources available to it.
