It will take time, the first thing that must be done is the consolidation of the country. The Israelis are not going to be able to disarm anything, just like they have failed to disarm hezbollah. The Houthis themselves haven't been disarmed. This is going to take time, you can't airstrike your way into disarmament, especially when the other side goes underground and starts developing more of a nonconventional force.

Building of a conventional army comes after consolidation regardless.

Syria has been disarmed already by Israel. Local militia and paramilitary forces (which is what the Syrian Army will be ) is not a problem. Lebanon has this as well.

However, any attempt to build an air force, or build a new IADS or a Navy will be destroyed immediately. I have no illusions on that front.

Who is saying there is going to be an air force, Iran itself doesn't have a conventional air force or navy. Lebanon, Syria, Iraq, Iran, none of these have a conventional Air Force or Navy. I said there likely won't be a conventional capability for a while for Syria. The main thing right now is consolidation, not building a peer competitor. And for that, it means dealing with Suwaida/Hijri and dealing the PKK/Mazloum. Turkey can help with one aspect, that being the one on its border and proximity, but can't really effectively help with the other.

The constant threats to Netanyahu,the constant reminder in speeches that Turkiye will protect their interests,at the same time planning investments worth billions,in Syria? The repeated warnings that Syria's integrity must be protected and will be protected etc?

And yet the "second largest army in NATO",won't lift a finger against Israel? When it comes to fighting the LNA,Turkey's all in. When it comes to the Kurdish militias in Syria and Iraq,it's all about Turkey's interests. But when it comes to Israel,suddenly all that bravado disappears.

That's the irony,that's what I'm pointing out.
