That requires intelligence and monitoring which Pakistan doesn't have completely. Intelligence sharing should come from USA who constantly monitors IS and AQ inside Afghanistan and the channel for passing information can be direct or through KSA.

Pakistan needs to shutter all its consulates/embassy immediately and bring all deployed staff back and shut the borders for good. No trade, or anything goes to their country. No trucks be allowed to cross into afghanistan, let india send food to them using whatever long flights, see how long that lasts.

If we don't intend to continue kinetic actions after expression of desire to de-escalate from Afghans -- which is very likely.
At the very least - we must take some non-military measures to create some form of detterence -- closing of all trade and borders -- cessation of any sort of assistance -- heavier hammer on repatriation of refugees and more whatever necessary.
