Not to even close to the same extent. Pakistan is an explicitly open feudal country. Elites treat people as subjects not co-citizens and there's a very limited middle class due to this.

Land reforms are the basic pillars of a modern Republic and Pakistan failed even here.

Yes it is. But given the amount and depth of natural resources Pakistan has, the Pakistani elite are unmatched when it comes to keeping the basic, secondary school and post secondary school education out of the reach of the common man by a very insidious design. They even beat the American slave owners who fatally punished the slaves for even being suspected of learning. Sure, they ensure that the highest, the best, the most up-to-date education is available for their own children. But the Pakistani elite almost see it as a religious duty of theirs in a way to make sure that the common Pakistan person does not have easy or even difficult access to education.

If it wasn't for the fauj Pakistan would have balkanized by the 60s.

The reason why it hasn't progressed is because half the country live like bandits and/or illiterate.
