This survey only takes into account rural populace (62% of Pakistan is rural), focusing on students from grades 1-5 with specific parameters of tasks they can perform. Because of this, I believe it is, in some respects, more important than even literacy rates.

Highlights
- Sindhs results are beyond horrible
- KPK is improving, but due to the recent FATA merger, recent statistics don't look as shabby as of now. However, I wouldn't read too much into it unless they separate the two
- AJK is leading the chart in every metric as always, but unfortunately, they haven't translated their human resources into economic output, only relying on remittances for decades

The disparity in educational outcomes between provinces is stark. AJK’s leading performance is commendable, but their is a lack of economic translation of human resources and it's concerning, we need broader development strategies.

Survey lacks 2 crucial aspects of education, creativity and critical thinking skills.

I'll read the complete report later.
 
When we went to our villages in Gilgit it was very nice to see every child going to school, even in the most remote places children would walk for miles and go to schools. Basic education is considered a must in those areas. Such a culture should be promoted in the other parts.

I can speak for GB and it would somewhat apply to AJK too. Those areas are barren mountainous with little to no work, youth would flood the big cities in search of work after completing their basic education(matric-inter level). You would find them working in restaurants and other jobs in Karachi or other cities, essentially wasting their lives while they could've been a greater asset to the society. The general fault lies with the govt, such remote areas in GB and AJK should be identified and there should be incentives to continue higher education. Provide basic facilities like internet, promote online education along with work, make better schools and colleges and surely such a translation to human resource as you say will follow along.

Why is punjab so bad? I mean most of punjab has excellent train, incredible infrastructure (due to previous British and post British centralist form of govt)

Doesn't make sense to me
Balochistan should be the worse followed by kpk due to extreme terrain and lack of resources (untill the 18th amendment)

Balochistan and sindh are worse because no representation...defacto the politicians are cherry picked by corps commanders in these two provinces not by any voters so they have zero incentives to do anything
 
This time on balochistan some of the politicians weren't even contesting but were woken up by a captain and his Batman that you won..he replied with sir yes sir ..
 
GB is doing better due to a lot of work from Afgha Khan foundation...Kashmir has done Great not sure why

Anyway I expect punjab and kpk to lead but don't expect any improvement in sindh or balochistan unless the corps commanders conference decide it's important

Umm you can say infrastructure wise for sure but the education bit is cultural there, you'll see the same amount of boys and girls in schools too. Parents would send their children to expensive Unis in Karachi or other cities even when they can barely afford it. A lot of development and social work is rightly attributed to Agha Khan foundation.

We were neck on neck with Balochistan and just a point above Sindh in HDI levels
Things improved only after Elahi and Musharrafs rudimentary 18th amendment than Zardari proper 18th amendment and than of course SS contributed too
Literacy rates stagnated again with Buzdar and Naqvi

Balchistan never benefited from 18th amendment because of Musharraf era till now insurgency

FATA might after the merger, provided if law and order situation remains stable

Zardari gave everyone 18th amendment but his own province never benefited from it

AJK is nothing like GB except for the mountain part nor do they benefit from Agha Khan foundation
They have a huge diaspora but so do folks in karachi and Punjab and to some extent more developed parts of KP

Their neighboring region of potohar also has high literacy rates due to little or no farming making education the only viable option alongside Army

Chalo at least GB and AJK share some similiarties.

Yep it is true for Aga Khan foundation. Pakistan state is not helping much there. This is very potential tourism destination but lack of electricity even for hotels

Bolochistan numbers were never accurate..they were mostly extrapolation of quetta figures since that's 60% population of balochistan

Zardari is a front man for military...18th amendment was a good idea on paper but whole point was to make money grabbing easy since federation audit is easy but provincial audits is difficult (by international organizations)
But balochistan (except quetta), parts of KPK, interior sindh and fully neglected south punjab are the most backwards area of Pakistan
