On March 11, the President of the Republic of Azerbaijan Ilham Aliyev and the President of the Republic of Kazakhstan Kasim-Jomart Tokayev watched the ceremony of the arrival of the container train from China's Sian terminal to Baku's Absheron station via video link.

If Azerbaijan is allowing Russian and Iran to connect via a railway, I hope Azerbaijan gets a signed agreement with Russian and Iran and Armenia to allow a rail connection between the two parts of Azerbaijan and uninterrupted sea connection with Kazakhstan.

Down the line if Pakistan can get to Central Asia by rail via Afghanistan, it can bypass Iran and Russia if western and GCC related central Asian trade and a route. Also it would make Gwadar an important port to get around the Middle East of trade coming from Africa.

China is willing to invest in digging a canal connecting Russia's Kama and Tobol rivers, so that Chinese ships can go directly from China's Xinjiang Irtysh River through Kazakhstan, Russia's Volga River to the Black Sea, and ultimately to the Mediterranean Sea.

I remember this proposal from years ago. But considering most of the work will be in Russia, how will Russia and Kazakhstan compensate China? Is there a barter trade of a fixed amount of natural resources or perhaps a redirection of Russian rivers south and into China. I remember China wanted some water from Lake Baikal to go to China. Also China wants access to the ocean from the Tumen River, which could help make Shenyang province and China’s north east provinces economically competitive again with the coastal provinces.

The biggest problem with this negotiation is the reluctance of the Russian government. Russia has always been very wary of China, and they have been negotiating for a long time to even expand the Siberian Railroad. Because of the war in Ukraine, there has been some change in the attitude of the Russian government now.
