The scandal over the appointment of Deputy Commissioners (DCs) of the interim government is not over. Recently, a check of Tk 3 crore was recovered from the office of a Joint Secretary (APD) of the Ministry of Public Administration, one of the masterminds of the controversial DC recruitment case. A businessman gave the check to the joint secretary on behalf of a deputy commissioner who had been posted. However, the DC did not deposit the money against the check as it was not posted in the desired district. On the other hand, the businessman who gave the check is in trouble as everything is leaked. Several intelligence agencies of the government are investigating the matter. Secretariat and intelligence sources have given this information.

According to sources, allegations of widespread financial corruption were raised regarding the appointment of DC this year. These amounts are transacted before the DC fitlist is prepared. There are allegations of involvement of two joint secretaries of the Ministry of Public Administration. As part of this, three days ago, the Ministry's influential and important APD Division Joint Secretary Dr. An intelligence agency recovered a check of Tk 3 crore from the room of Zia Uddin Ahmed. Along with the photocopy of check payer's NID, some DC appointment-related documents and notes were also recovered. Wherein there are some suggestive points regarding the recruitment of DC.

According to the intelligence sources, they have found various signs of large financial transactions related to the appointment of DC. Dr. Secretariat. Some related notes were also recovered from Zia's room. One of these notes contains the names of five officials and their desired districts. Basically their names are written in notes as part of large financial transactions. Names that are in the fitlist made for DC. Some of them also got promoted as DC. And a check of 3 crore rupees was taken from a DC who was appointed in the northern region. Who was again working in the Anti-Corruption Commission (ACC). However, on behalf of the officer appointed as DC. A businessman named Mirza Sabed Ali issued this cheque. The customer of this check issued from Laxmibazar sub-branch of Padma Bank is a permanent resident of Kurigram district. However, after getting the appointment, it is reported that about 50 lakhs was paid without encashment of 3 crores. The remaining amount is yet to be paid due to fears of withdrawal following controversy over DC appointment.

Sources also said that at least 15 crore rupees were traded from the five officials of the DC candidates who had an agreement on financial transactions alone. Before the agreement, the two influential public administration officials took responsibility only up to the appointment. After that, they informed the candidates that they are not willing to take responsibility if the term is shortened or withdrawn for any reason.

Another letter recovered mentions the number of candidates who have given viva for DC recruitment. According to this information, a total of 582 candidates are called for oral test at SSB to prepare DC fitlist. Among them 470 officials appeared. From there 39 candidates from 24th BCS, 32 candidates from 25th BCS and 35 candidates from 27th BCS were finalized for recruitment. Remaining 52 officers did not come to viva to become DC.

Kalbela contacted Mirza Sabed Ali, the drawer of the recovered cheque. He admitted the whole incident and said, 'Being in the northern region, the former director of the anti-corruption commission said. Abdul Awal is very close. Who was trying hard to become a DC.'

He said, 'According to the sources of an elder brother, the Joint Secretary of Public Administration Dr. Meet Zia Uddin Ahmed. That's why Awami League close Awal to appoint DC. After lobbying Zia, a deal of Rs 3 crore was made. That is why the condition is given for the appointment of DCs of Dhaka, Narayanganj, Gazipur and Munshiganj. According to the agreement, this check of Rs.3 crore was issued in favor of Awal. After that, Awal was appointed as DC of Naogaon. Now when Awal was asked for money to cash the cheque, he made various arguments. He claimed that the posting was not done in the desired district. Apart from this, he has taken posting in Naogaon district by his own efforts. Therefore no money will be paid against this cheque.'

Naogaon Deputy Commissioner asked about the complaint. Abdul Awal told Kalbela, 'I m. I do not know anyone named Mirza Sabed Ali. Dr. I have heard the name of Zia Uddin sir. I have never seen you face to face.'

Joint Secretary of Public Administration. Despite repeated attempts to contact Zia Uddin, his mobile phone was switched off.
