IIRC ARDIC doesn't do much, if any, major production work. In a lot of cases, ARDIC actually does serious indigenization work (either via original R&D or reverse-engineering), and then licenses out the know-how to others, which could include HIT or the private sector.

In fact, of Pakistan's SOEs, HIT does the best job now (followed by NRDI) in looping in the private sector for work. Sure, they don't take platform-level stuff (e.g., tanks, AFVs, etc) from the private sector seriously and would assemble those at HIT. But they'll outsource quite a bit of upstream work (specific parts, subassemblies, etc) to private companies.
That's a sensible approach. You can't manufacture everything in-house.

@Farooq Bhai are these UAS by HIT in testing ??? Or any idea at which stage of development??

Looks like HIT is now starting to design and assemble UAVs as well. They've set up a new factory called UASF. Also found a LinkedIn of a person who works there and it looks like it's under ARDIC or associated with it.

some hit tenders for UAVs assembly line

I would rather prefer if HIT focuses on building a localized APS for MBT's or other armored vehicles. Don't know if HIT is currently working on the project or not. Also as someone shared on this forum recently if HIT really wants to manufacture drones, then they should build some armored container truck or vehicle that contains drone swarms and whose mission would be swarming of enemy AD radar and other critical positions as well as act as LM's.

There is apparently an APS project. There were tenders for radar modules for it a couple of years back.

The COTS 3D printed one was tested, but rest were all in development stages with electronics testing mockups built for VTOL and Cargo QC. The LM was still far away.
