PCB signs Champions Trophy hosting rights agreement with ICC

The Pakistan Cricket Board (PCB) signed the ICC Champions Trophy 2025 hosting rights agreement with the International Cricket Council (ICC) in Dubai on Friday.


According to a statement issued by the cricket board, the Chairman PCB Management Committee Mr Zaka Ashraf was joined by ICC General Counsel Jonathan Hall in the signing of the hosting rights to Pakistan at the ICC headquarters.

The PCB in its capacity has already intimated the government to provide foolproof security to visiting international teams for the Champions Trophy.

Caretaker Prime Minister Anwaar-ul-Haq Kakar in a recent meeting with Chairman PCB Management Committee assured the security agencies’ cooperation in the successful hosting of the ICC Champions Trophy 2025.

ICC Champions Trophy 2025

Pakistan is preparing to host the ICC Champions Trophy 2025. This would be the first time in 29 years that the South Asian cricket nation would host an ICC event. Pakistan co-hosted the 1996 World Cup with India and Sri Lanka.

The Bangladesh cricket team arrived in Lahore for a two-match Test series on August 13. They are currently practicing at the Gaddafi Stadium. They will travel to Islamabad on August 17 to play the first Test match at the Rawalpindi Cricket Stadium from August 19 to August 23.

An International Cricket Council (ICC) delegation is scheduled to visit Lahore from November 10 to 12 to inspect arrangements for the upcoming 2025 Champions Trophy, which will be hosted in Pakistan. During the visit, a significant event related to the prestigious tournament is expected, with the schedule and other key details likely to be announced.

Sources have confirmed that the tournament schedule has already been shared with member countries, and this visit will provide the ICC with an opportunity to assess preparations and logistics ahead of the event. The official event on November 11 is expected to feature prominent figures, including cricketers, who will be invited to attend.

As per the proposed schedule, Pakistan will be placed in Group A alongside India, Bangladesh, and New Zealand, while Group B consists of England, South Africa, Australia, and Afghanistan. The BCCI is awaiting consultations with the Indian government before confirming participation in matches hosted in Pakistan.

The 2025 Champions Trophy will be held from February 19 to March 9, with a reserve day on March 10. Matches will be played across Karachi, Lahore, and Rawalpindi, with Lahore hosting seven matches, including the final. Karachi’s National Stadium will stage the opening match and one semi-final, while Rawalpindi will host five matches, including the other semi-final. The semi-finals are set for March 5 and 6, with the final taking place in Lahore on March 9.

Government is reportedly considering a strong response after the International Cricket Council (ICC) informed the Pakistan Cricket Board (PCB) that India is unlikely to participate in the 2025 ICC Champions Trophy if it is hosted in Pakistan.

Sources told Express News that Pakistan may refuse to play against India in any future tournaments if India follows through on its withdrawal.

Government sources indicate that Pakistan will not compromise on its stance and intends to urge the ICC to hold the entire Champions Trophy exclusively in Pakistan, dismissing a hybrid hosting model.

The PCB has taken a firm approach, with one official stating, "We are ready to counter India’s stance at every platform and uphold our position."

Additionally, officials stressed that Pakistan has consistently facilitated Indian participation in the past and provided a secure environment, noting that there is no valid reason for India to refuse participation this time.

According to one source, "Stadiums are being prepared, and security measures are robust; India’s withdrawal would be purely political."

Pakistan’s government has highlighted that, although they may bear financial losses if India withdraws,

India's own cricketing revenue would also be affected if Pakistan boycotts future encounters. The PCB plans to continue pressing the ICC for a fair and consistent application of tournament regulations amidst these tensions.

The Board of Control for Cricket in India (BCCI) has informed the International Cricket Council (ICC) that India will not travel to Pakistan to participate in the Champions Trophy 2025, the ESPNcricinfo reported on Saturday.

According to ESPNcricinfo, the BCCI officially informed the ICC that the Indian government advised against sending the team to Pakistan.

The 9th edition of the Champions Trophy is scheduled to take place in Pakistan in the February-March window in 2025; however, India's participation in the tournament was uncertain as the BCCI sought the government's approval.

With time running out for finalising the fixtures of the Champions Trophy, the ICC had set the BCCI a deadline for Friday (Nov 8) to confirm its venue preference, and plans to send its security officials to Pakistan for a recce next week.

The International Cricket Council (ICC) on Saturday announced the Global Trophy Tour for the ICC Men’s Champions Trophy 2025 will be starting from today in Islamabad.

The trophy, after travelling across eight participating countries, will return to host Pakistan — also the defending champions — on Jan 27, 2025.

The announcement comes amid tensions between India, the runners-up of the last iteration, and Pakistan over the former’s refusal to visit Pakistan for the tournament.

The PCB, in its itinerary, had revealed the northern towns of Murree, Hunza, Skardu and Muzaffarabad — located in Azad Jammu and Kashmir — as the venues.

However, the ICC schedule only includes Murree, besides six other Pakistan venues.

A statement issued on ICC’s website today read: “The popular landmarks where the trophy will be displayed on the opening day of its tour in Islamabad are Daman-e-Koh, Faisal Mosque, and the Pakistan Monument where it will be accompanied by Pakistan cricket icon Shoaib Akhtar.”

After Islamabad, the tour will head to “iconic cities and venues in Pakistan such as Karachi, Abbottabad, and Taxila before leaving the land of defending champions”, the ICC said.

The schedule includes a “series of physical and digital engagements traversing iconic destinations, sporting events, and key battles in the international cricket calendar”, according to the ICC.

The statement quoted ICC Chief Commercial Officer Anurag Dahiya as saying: “We are delighted to launch the Trophy Tour with DP World ahead of the ICC Men’s Champions Trophy, where another action-packed programme of activity is available to fans across the world.

“The silverware, which will be showcased across all participating nations, will allow the sport’s passionate fanbase to enjoy the unforgettable experience of being up close with the iconic trophy,” Dahiya said.

Last week, the Pakistan Cricket Board (PCB) was informed that India would not tour Pakistan for the eight-team tournament, leaving the fate of the event hanging in the balance.

In response, PCB Chairman Mohsin Naqvi ruled out a “hybrid model”. Later, the board sought ICC’s clarification for the decision by the Board of Control for Cricket in India (BCCI).

Amid political tensions between the two neighbours, the BCCI has stood firm by the government’s policy of not engaging with Pakistan in terms of bilateral cricket over the years.

The brewing situation looks alarming for world cricket, in case India does not come to Pakistan which also stands firm on its stance that it would no longer accept a hybrid model — used for last year’s Asia Cup — the scenario will become complex and may reach a very difficult point.

LAHORE: Pakistan Cricket Board (PCB) Chairman Mohsin Naqvi has ruled out the “hybrid model” in case India refuses to send its team across the border for next year’s ICC Champions Trophy.

Amid political tensions between the two neighbours, the Board of Control of Cricket in India (BCCI) has stood firm by the government’s policy of not engaging with Pakistan in terms of bilateral cricket over the years.

However, after having played the last bilateral series against each other in 2012, Pakistan and India have competed in International Cricket Council (ICC) tournaments and the Asia Cup. Pakistan, in fact, visited India to feature in the ICC World Cup last year.

The visit, if anything, heightened expectations of India returning the favour by touring Pakistan for the Champions Trophy, which is set to be held in Lahore, Karachi and Rawalpindi from Feb 19 to March 9 next year.

The suspense over the fate of the Champions Trophy 2025 continued as the International Cricket Council (ICC) board met briefly on Friday to discuss the issue, but postponed the meeting for a detailed debate for Saturday (today).

The ICC board held a brief virtual meeting on Friday, and it was decided that all the respective parties will continue to work towards a positive resolution to the ongoing impasse.

With the impasse continuing following India's refusal to travel to Pakistan for the tournament, the hybrid model seems to be the only feasible option, even though the Pakistan Cricket Board (PCB) has vehemently opposed the move.

Sources have confirmed that all 15 members of the board - 12 full members and three directors from the associate nations - attended the meeting, but no decision could be reached since the PCB refused to relent from its position.

LAHORE: The Pakistan Cricket Board and the Board of Control for Cricket in India have retracted from their earlier stance, agreeing to play their future matches in ICC tournaments on a hybrid model and easing the way for next year’s Champions Trophy to be held.

The two boards held dialogue on Saturday after the International Cricket Council had convened a meeting on Friday and came to a consensus on a hybrid model for the Feb 19-March 9 Champions Trophy after the Indian government refused to allow its team to travel to Pakistan but the PCB has stressed that it will also like the same model to be applied for its team when tournaments are held on the other side of the border in the next three years.

The final approval to the plan will have to be given by the ICC Board to ensure it is implemented fully. The PCB had been sticking to its stance of not accepting the hybrid model after the Pakistan team went to India for last year’s ODI World Cup. It expected India to do the same for the Champions Trophy — the first ICC tournament in Pakistan since it co-hosted the 1996 ODI World Cup — but has now sounded the BCCI not to expect any future favours.

“Yes the past experience is bitter for Pakistan and the ICC has to give a solid guarantee that the hybrid model will be implemented in letter and spirit in future and no Pakistan team will go to India to play any matches of the ICC events and on the same pattern the Indian team will not come to Pakistan” a source in the PCB told Dawn.

The source added that the ICC had asked the two cricket boards to reach at a decision with mutual understanding, before its Board takes any decision. The ICC had convened a meeting online in Dubai on Friday but it was postponed for Saturday. On Saturday it was again not held because the two cricket boards were in the discussion.

“As there will be holidays in the UAE till Tuesday due to the country’s national day, the meeting could be held at any time to announce the decision,“the source informed.

The PCB had asked the BCCI to show a letter from the Indian government in which it had disallowed its team from touring Pakistan due to security reasons and the source informed that no such letter was shown.

“Indirectly, in the backdoor channels, the BCCI had been warned that as it has no letter from its government and had also agreed with the PCB’s Master Security Plan for the Champions Trophy, presented in the ICC’s meeting on Oct 21, it would have a weak case if the PCB was to approach the Court for Arbitration in Sport.”

India remains the most influential member of the ICC, earning a lion’s share from the income of cricket’s governing body, and the source added that Pakistan could ask for a greater share as the bulk of the earning comes from matches involving the two rivals.

“The PCB may raise these points before the ICC to get its due share from its income in future, once the issue of the Champions Trophy settles,” the source concluded.
