Iran has not made any large purchase of foreign military equipment for c. 35 years now. The largest was a $800 million purchase of 5 s-300pmu2 batteries in 2007 (finally delivered in 2015-16) but the air force has only bought a few mig-29s in the early 90s. It's well overdue some imports.

For context, Iran has a comparable GDP (nominal and PPP) to Egypt with a smaller population (thus, higher GDP per capita). Look at the huge amounts Egypt has invested in military imports just in the past decade. That should answer your question.

The Su-35 would be a big capability boost once it gets integrated into Airforce

Obtaining 24 SU-35 fighters will not represent a significant impact, as the air weapons in the countries surrounding Iran are significantly superior.

The Iranian Air Force relies on very old aircraft, and drones will not replace fighters for the next 20 years. They will be an aid to the Air Force, but they will not replace fighters.

Iran does not seek air superiority, just the ability to intercept / deter invading tactical air missions in coordination with ground based air defence, so a massive air superiority fleet is not required under Iran's military doctrine
