I am hearing about Gwadar Shipyard since 2015. Its a shame that still no progress has been made.

Actually more shipyards were required for a long time. More shipyards are needed for atleast 4 decades now. Many governments came in between and we can put the blame to all of them. However, the military directly ruled for a long time in Zia's time and Musharraf's, plus rest of the time military takes most of the budget and is most influential in state's major decisions. So more blame goes to the them.
Shipyards don't make only commercial ships, these are used to make naval ships as well. This project should have been prioritized by the military. Actually musharraf was told the importance of it but despite all the authority he did nothing. Bangladesh has 23 shipyards, India close to 50. Pakistan only one. Pakistan is paying billions in freight charges to other shipping companies because it do not have ships of its own for the trade and oil/gas transport. Pakistan can't even go to other countries and buy those ships because shipping industry is over booked. Pakistan is really losing a lot by not having more shipyards.
