Arming which countries of Chinese neighbors, central Asian countries no, arming Taiwan more like outdated weapons, yes. Besides Russia, NK, Mongolia, China has good relations on the south borders with Southeast Asian countries and the west with Central Asian countries too. The only neighbor that China has real problem is India and real trouble with more distant neighbor Japan, both are allied with US.
