Recently, the Ministry of Industry and Information Technology (MIIT) of the People's Republic of China released the “Guidelines for Equipment Renewal and Technological Transformation in Key Industrial Sectors”.

My Analytical Interpretation

1. This is a document on specific measures for industrial reform, and China will carry out large-scale reforms in the next few years on the contents of this document. China usually puts out some kind of guidance document to let most companies carry out the reforms in advance, and then when the time is right, it will use the decree to force out some backward companies. This document is a guiding document.

2. Those enterprises that are unable to reform according to the document will usually close down (switch to other industries) or move out of China. This is both an opportunity and a challenge for some of the more industrially backward countries in China's neighborhood. China has unleashed its garment processing industry to the outside world in previous years, allowing Bangladesh and Vietnam to develop their garment processing industries very well. This document is a catalog of industries that China will release to other countries in the future. Which countries can seize this opportunity?

3. The document was released in a very low-key manner and was not even widely discussed in China. For Chinese companies, whoever acts first prioritizes the high ground. For China's neighboring countries, whoever acts first will reap huge rewards in the future.

For the last two years, I have been unable to work because I need to stay home to take care of my very sick father. That is why I have a lot of time to sit in front of the computer and surf the Internet.
Southeast Asia and South Asia are the way forward. This is the reason why I have been active in PDF lately. I gain knowledge about these regions by communicating on PDF to facilitate making the right judgment about these regions in my future work and to provide the right strategies for my clients.

This is a “casino complex” project I worked on in Africa a few years ago. I didn't go there after it was finished, so there are only renderings and no photos. It is equivalent to a 4-star garden hotel project in China.
The most important feature of this project is that it took only 45 days from the start of construction to delivery. In order to complete the project in such a short time, a lot of work needed to be done. That was my task.

The only solution I can think of is that
Bribe the locals, prime minister or city mayor or chief of a tribe, or whoever is needed, give them a share of pie exchange for good business terms and free of trouble.
Lay the foundations first
Most of the materials(if not all) were made in China and ship to your desired location.
Bring a Chinese team to Africa, and hire some locals for security if necessary.

45 days is too fast I would say.

LOL. that's what people like me exist for. None of the methods you mentioned will work. The actual execution of the PPA is what makes me valuable.

This project is in Juba, the capital of South Sudan. The majority shareholders are Chinese(My Clients), and the minority shareholders include high-ranking local government officials and military officers, which does not require the use of bribery or a great deal of security.

I think we are on the same page of the first step, connect with local high ranking, in whatever way, they are part of the project, shared interest.
